Progress Is Emerging—But Lasting Change Demands Transparency, Coaching, and Stronger Teacher Preparation

Maryland’s 3rd State of Reading report shows encouraging momentum—especially in 8th and 10th grade reading—but confirms that the state’s reading crisis remains urgent. More than 94,000 students are still below grade level, early literacy gains are uneven, and persistent gaps continue. With the Science of Reading driving statewide instructional change and community schools improving attendance, Maryland now has the tools and leadership to accelerate progress. Together, we must use this momentum to drive the bold action needed to ensure every child becomes a proficient reader.
