The data speaks for itself - Maryland is STILL in the midst of a reading crisis!
67% of Maryland’s 4th and 67% of Maryland’s 8th graders are not reading proficiently. That’s over 66,900 students in just two grades, according to 2024 MCAP data.
While Maryland has improved its 4th-grade ranking nationally, the progress is minimal. As for 8th-grade, the downward trend continues, albeit at a slower pace than in past years. At the current rate of progress, it will take over 40 years for Maryland’s children to reach the 95% proficiency rate that research tells us is possible.
In nearly half of Maryland’s school districts, more than 50% of students in both 4th and 8th grade are not reading proficiently. Even in the highest-performing districts, reading scores declined.
This crisis didn’t start with COVID. It’s been building for more than a decade—and our children can’t wait decades more.
It’s Time for a Comeback!

The Science of Reading gives us a clear, evidence-based foundation for how children learn to read. But to see real change, we must move from awareness to action.
Maryland has taken initial steps. In 2024, the State Board of Education adopted a resolution committing to Science of Reading-aligned instruction. That’s a strong start. But resolution alone is not reform—it must be followed by deep, sustained systems-building at every level of education.
We need a comprehensive system of support—one that ensures educators have access to ongoing professional learning, coaching, and aligned instructional materials. We need higher education programs to prepare teachers with the knowledge and tools to teach reading effectively. We need school and district leaders who are supported to lead literacy reform. We need families, communities, and policymakers engaged in building a culture that values reading and supports all children.
This is not a series of isolated actions. It’s a coordinated, statewide effort to create thriving reading ecosystems—where children are supported at every level to become proficient, confident readers.
Maryland READS is ready to work alongside educators, institutions, and communities to make this vision real. But we cannot do it alone. We need bold leadership, clear expectations, aligned resources, and a shared commitment to literacy for all.
Now is the time to act. Let’s build a future where every child in Maryland can read—and read well.
