A Statewide Reading Crisis

67% of Maryland’s 4th and 8th-graders are not reading proficiently. In nearly half of Maryland’s school districts, more than 50% of students in both 4th and 8th grade are not reading proficiently.

Proof That Improvement is Possible

The good news is that we know how to turn the tide. After Mississippi implemented a comprehensive, statewide dedicated literacy coach program under the leadership of Dr. Carey Wright, 4th graders in the state went from ranking 49th in the nation on reading to being in the top 10 nationwide.

Making the Case for Statewide Literacy Coaches

Now, as Maryland’s Superintendent of Education, Dr. Wright wants to bring the same approach to the Free State, and Governor Wes Moore has proposed nearly $11 million in his Fiscal Year 2027 budget to begin to make this vision a reality.
