On January 23, 2023, The Maryland State Board of Education (MSBE) adopted a Reading Resolution stating that "All literacy instruction in Maryland public schools must be aligned to the Science of Reading, including structured literacy, effective School Year 2024-25."

The State Board also set an ambitious for goal Maryland to " rank as one of the top ten states in reading on the 4th and 8th grade NAEP exams by 2027. "
