What Do YOU Think about Reading Proficiency Rates for Maryland?
The Maryland State Board of Education's (MSBE) Reading Resolution set an ambitious goal for Maryland to "rank as one of the top ten states in reading on the 4th and 8th grade NAEP exams by 2027. " The NAEP exam is a national assessment and is often referred to as the Nation's Report Card. Depending on their test scores, students’ achievement level can be (1) below basic, (2) basic, or (3) proficient or (4) advanced. When we refer to the percentage of students who are proficient it is a combination of students who scored proficient and advanced.
HOWEVER, MSBE did not set a goal for the PERCENTAGE of students who should score in the proficient range by 2027.
