The data speaks for itself - Maryland is STILL in the midst of a reading crisis!
Two-thirds of Maryland’s 4th and 8th graders—over 66,900 students—aren’t reading proficiently, according to 2024 MCAP data. While there’s slight improvement in 4th-grade rankings, 8th-grade scores continue to decline.
At the current pace, it could take over 40 years to reach the 95% proficiency that’s achievable. Nearly half of Maryland’s districts have more than half of students reading below grade level, with even top-performing districts seeing declines. This crisis predates COVID and demands urgent action—our children can’t wait.

We can change things in Maryland because this is a fixable problem.
Maryland can solve its reading crisis with urgent, unified action. While the State Board’s 2024 resolution supporting the Science of Reading is a good first step, real progress requires sustained, system-wide reform.
Educators need ongoing training, strong leadership, and aligned materials; teacher prep programs must evolve; and communities must rally around a culture of literacy.
